A recent report of Transparency International has revealed that India has got the highest rate of bribery and use of personal links to get access to public services. This indicates the level of inefficiency and apathy with which public service delivery & bureaucratic structure in India, is suffering from.

Reasons for this high rate of bribery in India include:

  • High tax rates and red-tapism in India have provided the grounds for corruption to breed.

  • The slow and complicated bureaucratic structure along with an imprecise regulatory framework.

  • Lack of political will and failure in the implementation of reforms like citizen charter, RTI, e-governance, etc.

  • Lack of transparency in service delivery and pending administrative and legislative reforms.

Solutions:

  • Right to service should be given to citizens, as done by the Delhi government.

  • Making a technological shift towards online delivery of services like driving license, passport, registration of birth and deaths, JAM trinity, etc. Thus, invest in user-friendly online platforms to deliver essential public services quickly and effectively.

  • Filling up vacant posts in various departments and reforming the administrative system.

  • Need of a proper legal framework and its implementation in letter and spirit.

The government needs to rethink its strategy over “culture of secrecy” and rather move towards a “culture of transparency” - as put by the 2nd ARC report. Public participation is a must in ensuring inclusive development and it only comes with trust in the system of governance. (235 Words)
