Major changes of act 1919
- The act had separate preamble which declare that the objective of British government was the gradual introduction of responsible government of India.
- The act made central legislature bicameral .
- The act provides for the establishment of public service commission in India for the first time.
- The financial power of the central legislature were also very much limited.

This act extended consolidation and communal representation.
The franchise was very limited.
Allocation of the,seats for the central legislature was not based on population but the province in the eye of British.
Conclusion- This act was passed to expand participation of Indians in the GOI. It was setto reviewed by the Simon commission in 10 years.The act received royal assent on 23 December 1919.
