Why in news:

The report of the Animation, Visual Effects, Gaming, and Comics (AVGC) Promotion Task Force has been delivered to the government.

Major recommendations

Domestic Industry Development for global access

  • A National AVGC-XR (Extended Reality) Mission with a budget outlay will be established for integrated promotion and expansion of the AVGC sector as part of the domestic industry development for global access initiative.
  • Establish an International AVGC Platform and a Gaming Expo with a focus on Foreign Direct Investment (FDI), Co-production agreements, and Innovation with the aim of making India the worldwide hub for AVGC.
  • Create a National Center of Excellence (COE) for the AVGC sector to serve as a global hub for the advancement of knowledge in the fields of education, industry development, research, and innovation.
  • On the launch of the “Create in India” campaign, which focuses solely on the production of content in India, for India, and for the world.

Developing Talent Ecosystem to Realize Demographic Dividends

  • Use the National Education Policy (NEP) to encourage creative thinking through courses at the school level that is specifically geared at AVGC, to establish fundamental skills, and to raise awareness of AVGC as a career option.
  • Additionally, a suggested curriculum for undergraduate and graduate degrees has been approved by the University Grants Commission (UGC).
  • In order to provide students from non-metropolitan areas and the Northeast states with career possibilities and admission, industry participants should be increased.
  • On the model of Atal Tinkering Labs, established AVGC Accelerators and Innovation hubs at academic institutions.

Enhancing Technology & Financial Viability for Indian AVGC Industry

  • Promote subscription-based pricing structures for MSME, Start-Ups, and institutions to democratize AVGC technologies.
  • R&D and IP creation are encouraged through incentive programs for AVGC technologies made in India. Analyze the PLI incentive program for AVGC hardware producers.
  • Increased Business Simplicity in the AVGC Sector, including Tax Benefits, Import Duties, Reducing Piracy, etc.
  • Utilize Start-Up India to provide AVGC business owners with technical, financial, and market access support to encourage a culture of R&D and indigenous IP creation.

Raising India’s Soft Power through an Inclusive Growth:

  • To increase India’s soft power through inclusive growth, set up a production fund specifically for in-country content creation to showcase Indian culture and history abroad.
  • Broadcasters ought to assess reservations for excellent native material.
  • Focus on industry outreach and skill development for youth in Tier 2 and Tier 3 Indian cities and villages if you want an inclusive India.
  • In the AVGC industry, create special incentives for women business owners.
  • Create a structure to ensure that children’s rights are protected online.

 Status of AVGC(Animation, Visual Effects, Gaming, and Comics) in India

  • The AVGC industry in India has recently experienced unheard-of growth rates, with several international businesses dipping into the Indian talent pool to take advantage of offshore service delivery.
  • The Media and Entertainment (M&E) Industry is anticipated to expand at a CAGR of 8.8% by 2026.
  • Experts predict that the AVGC sector of the M&E industry will increase by 14–16% during the next ten years.
  • The AVGC sector is seeing India emerge as a top location for high-end, skill-based activity.
  • In order to foster continuous growth, the Indian government has named audio-visual services as one of the 12 Champion Service Sectors and announced important regulatory changes.
  • The Media & Entertainment sector’s crucial subsegment, the AVGC Sector, is becoming a significant growing market.

Key Challenges:

  • Lack of Authentic Data: Without information on employment, industry size, educational trends, etc. for the AVGC sector, decision-making is more difficult for entities.
  • The development of the AVGC ecosystem in the nation calls for a workforce with specific talents for a variety of professions, including animators, developers, designers, localization specialists, product managers, etc.
  • At the moment, there is no specific curriculum for AVGC in the school or university systems of education.
  • Constraints on the infrastructure: Lack of proper training infrastructure leads to a decline in the level of instruction given to students, which has an effect on the output quality and human resource availability for the AVGC industry.
  • Less emphasis on Research Development: In order to give the AVGC-XR sector its own attention, it is also necessary to establish a research-related story.
  • Lack of an AVGC Academic Reference Point: Unlike other industries like engineering, design, management, packaging, etc., the AVGC industry does not have an apex institute in India.
  • Funding: Currently, there is no dedicated cash available for AVGC sector promotion, which is a barrier to the sector’s expansion in India.
  • Lack of Original Indian Intellectual Property: Because the majority of work in this industry is outsourced, the AVGC sector as a whole has struggled with a lack of globally popular Indian IPs.
  • Services provided to foreign nations dominate the animation sector, and as a result.
  • Since services to other nations dominate the animation sector, it is crucial to encourage local production with additional incentives to boost domestic IP.

Way ahead:

  • R&D needs to be encouraged because it is crucial to the growth of the AVGC industry as a whole. As a result, the industry needs to undergo targeted interventions.
  • Need to research India’s startup ecosystem: Aspiring business owners not only support the economic expansion of the sector but also generate a variety of work prospects.
  • The Indian AVGC industry will be able to grow more quickly and meet worldwide standards thanks to new discoveries and transformative breakthroughs.
  • The majority of AVGC-related programs offered by various institutes in India are academic in character, highlighting the need for a holistic academic curriculum. As a result, a comprehensive curriculum delivering programs relevant to the industry is required.
