Madras High Court Said:-
- Election Commission of India (ECI) can put guidelines in place to ensure that public funds are not brazenly used by Ministers for campaign purposes.

- conducts election of President, Vice president, M.P., MLA,
- Has powers such as quasi judicial power, administrative power,.
- Has 3 member (1 chairmen +2 other member)
- All members has equal power except that members cant be removed with concurrence of Chairmen
