FOR PRELIMS
What is the DISHA scheme?
FOR MAINS
What challenges remain in ensuring effective last-mile legal literacy despite schemes like DISHA?
Why in the News?
The year 2024–2025 marked one of the most significant civic mobilisation efforts in India’s democratic history through the nationwide constitutional literacy campaign “Hamara Samvidhan – Hamara Samman”, later expanded as “Hamara Samvidhan – Hamara Swabhiman”. Anchored within the Government of India’s DISHA scheme—Designing Innovative Solutions for Holistic Access to Justice—the campaign transformed constitutional awareness from symbolic commemoration into a vibrant movement of public engagement, legal empowerment, and participatory democracy.
DISHA: The Parent Framework for Accessible Justice
Launched in 2021 for a five-year period, the DISHA scheme aims to ensure easy, affordable, transparent, and citizen-centric delivery of justice. It integrates:
Tele-Law: Digital legal advice for remote citizens
Nyaya Bandhu: Pro Bono legal services
Legal Literacy & Awareness Programmes
DISHA thus provides the operational backbone for the Samvidhan campaigns, ensuring real-time legal assistance to citizens alongside constitutional literacy.
Genesis of the Campaign: Celebrating 75 Years of the Constitution
India celebrates 26 November as Constitution Day to mark the adoption of the Constitution in 1949. As India approached the 75th year of becoming a Republic, the Department of Justice launched a year-long, nationwide constitutional literacy drive titled “Hamara Samvidhan Hamara Samman” on 24 January 2024.
The initiative was inaugurated by the Vice-President at the Dr. B.R. Ambedkar International Centre, New Delhi. The campaign sought not only to commemorate the Constitution but to simplify it, democratise it, and make it meaningful in everyday life.
Transition to “Hamara Samvidhan – Hamara Swabhiman” (2025)
On 24 January 2025, the initiative evolved into “Hamara Samvidhan – Hamara Swabhiman”, marking a shift from awareness to pride and constitutional consciousness. It represents a continuum of efforts to internalise constitutional values in public behaviour, citizenship, and governance.
