Context-
Recently the Union Minister of Road and transport and highways has announced the Vehicle scrapping policy for voluntary vehicle fleet modernization program
Key provision
- the criteria for a Vehicle to be scrapped is primarily based on the fitness of vehicle automated fitness Centre in case of commercial vehicle and nonrenewable of registration in case of private vehicle
- that criteria is adopted from International best practices after a comparative study of standard from various countries like Germany, UK, USA and Japan
- The vehicle failing the fitness test for failing to get a renewal of its registration certificate may be declared as end of life of vehicle
- the state government may be advised to offer a road tax rebate of up to 25% for personal vehicle and up to 15% for commercial vehicle to provide incentive to owners of old vehicle to scrap old and unfit vehicle
